I can see your faces now "Ferrety", you say "Garbador looks ugly. It looks awful. It looks like someone defecated on a piece of paper and called it a Pokemon." And you're right. And I completely agree. However, I am not arguing for it looking good, I'm arguing for it being the best designed.
Garbador is meant to look ugly. It isn't meant to look nice, it's meant to be uncomfortable to look at. It's meant to look bad. And it succeeded. There are no other Pokemon I can think of that invoke such strong emotion from all who see it. There is no other Pokemon that succeeds in doing exactly what it's design was going for so well. For that reason, I must conclude that Garbador, of all things, is the best designed Pokemon. It wanted to be ugly, and it succeeded incredibly well. Garbador looks ugly, but that's the point.
